RLS DEFAULT ROLE SEE NOTHING

Is there possibility to deny access to reports for users within organisation,
that are not in any role (RLS) but they are allowed to see report in POWER BI SERVICE.
I want employees that have access to reports, but by default to see nothing.

In this case creating "fake" role with (DAX false()) is not solution 🙂
