Unable to Provide Write Permissions to B2B Guest Users Having Power BI PRO License

Hi,

We have developed a multi-tenant PBI application, with each of our customers being a separate tenant (not to be confused with Entra ID tenant, just an abstraction of data based on a tenant ID) in the system. We handle data segregation using Row-Level Security (RLS) in the semantic model. Our system follows a Direct Lake model with the "Direct Query Only" mode selected.

We have created Fabric capacity-licensed workspaces, one for each customer, and we provide member access to these workspaces. Our customers have purchased Power BI Pro licenses, which enable them to create and edit reports in their respective workspaces. However, they are unable to do so because Power BI restricts B2B guest users from using the create/edit functionality.

I recall seeing a setting that allowed B2B guest users to create/edit reports, but I can't seem to find it now. Has it been moved? How can I enable this functionality? Below is a screenshot of the setting I'm referring to, which I found in a blog, but it is no longer available under the tenant settings in my Fabric capacity. Could you please assist me in achieving this?

allow external guest users to edit and manage content in the organization
