Grant Build and Reshare Permission on a shared semantic model

Dear Experts: 

I would like to get something cleared up with Relation to the Build Permission for semantic models. 

Say, I have NO workspace role for any of the Power BI Service workspaces in my company. Now a user with a Workspace Role of MEMBER for a specific workspace gives me Build and Reshare Permission for a specific semantic data model. 

So, is the following statement correct?

If I have been granted Reshare and Build permission on a semantic model, and I later share a report or dashboard I built on that semantic model, can I specify that the recipientsalso get Reshare AND Build permission for the semantic model.

Is the latter true?
