I hope someone can shed some light on this as we're unsure which licenses/subscriptions we'd need to achieve our goals cost-effectively.

Situation:
We currently use Power BI to share reports we (4 people) create and for others in the business to consume (view) via Power BI Service.
All 4 of us have a Power BI Pro subscription license. Currently, all others in the business would also need a Pro subscription to access any reports shared via Power Bi service (Workspace License Mode: Pro).
Some individuals use Power BI Desktop to create personal reports and use them personally. However, they do not share them via Power BI Service.
There are also some reports shared with people who are outside of our organization. They do have a Power Bi Pro license.
Problem:
We would like to change our licensing to share reports via a “Premium Capacity” workspace, so people (viewers) do not need a license to view shared reports in a Workspace set to "License Mode: Premium Capacity". However, this option is greyed out for existing and new workspaces.

My understanding was that those who create reports need a "Power BI Pro" license were all others need a free "Fabric" subscription to access/consume content that is shared in a Premium Capacity workspace by a user who is a Pro or PPU user.
Can anyone help?
