Unable to access Capacity Metrics App due to reaching capacity limits

All our users are getting the message

 

"Unable to load model due to reaching capacity limits"

 

I want to investigate what has eaten our capacity, but the capacity metrics app gives the same error message so I cant diagnose. The capacity metrics app should be exempt from this. I've tried to move it out of our capacity, and that doesnt work. Is there any way around this?
