In place semantic model sharing - how guest users can built report and share them at scale ?

Hi PowerBI team !

I'm testing the In place semantic model sharing with external guest, as described in the doc https://learn.microsoft.com/en-us/power-bi/collaborate-share/service-dataset-external-org-share-about
My use case is the following :

Working in a SaaS company providing services to big corporation (Fortune 500). Nearly all our clients use PowerBI. They'd like to use our platform data to build reports, dashboards, and share them internally (with 100+ users).

I'm trying to understand how sharing within the guest organisation could be managed easily. From what I understand, if i want to share a dataset with John from our client A, I need to add John to my Azure AD, as a guest user. Then John can create reports on top of this shared dataset (either from PowerBI service, or in PowerBI desktop). However, if John wants to share this report with Kate, I also need to add Kate to my Azure AD.
Is that correct ? It's what I've understand from the introduction of the feature here: https://powerbi.microsoft.com/fr-fr/blog/introducing-cross-tenant-power-bi-dataset-sharing/ "Once published, the external users can access the new datasets in the Power BI service in their own tenant and build further reporting on top of them. These reports can be shared with other users in their own organization, provided that those users also have the requisite Azure AD guest credentials on the original provider tenant."
It seems a bit irrealistic for my use case, where they are 100s of Kate.
Are they any way, once the dataset is shared, to let the client manage who can build or view reports on top of it ?
