What would be the best way to submit budget figures into a PowerBI datamodel

As Access Web Apps are being decomissioned, the easy way of creating a small web app, that could take end users input for submitting ex. Budget figures for Product Sales pr month is not longer possible. Suddently the process of getting data into a datamodel in a structured manner becomes rather cumbersome. I don't like the idea of each sales responsible uploading each of their own excel spreadsheets into their own defined PowerBI model and refreshing it using their Personal Gateway. I'm looking for a structured approach - simple things as having Product being selected from a dropdown etc. instead of being a free text field in excel, that then doesn't map the produckt number when importing the spreadsheet....

 

Imagine that "Actuals Sales Amount" pr. product is sourced from a SQL Server running as a VM in Azure. Along with that, End users from around the various sales offices wants to submit Budgeted Sales Amount pr product pr month somehow, so that the enterprise PowerBI dashboard will show how sales are going vs budget. In other words how to, in a structured manner, be able to bring in Budget figures to the PowerBI model sitting in the PowerBI service with scheduled refreshes ?

 

As it's not possible to have 2 sources, one being a SQL Server in Azure and another being an Excel File in Onedrive or Sharepoint Folder (https://ideas.powerbi.com/forums/265200-power-bi-ideas/suggestions/13405644-combine-enterprise-gateway-and-online-data-sources), what would the best suggestion be ?
