Where is the App Workspace

Hello - I have Power BI (Pro licence) v13.0.14742.82 and I cannot find the "Create app workspace" button.  I see the "Create a workspace" button but cannot locate the "Create app workspace" button. 

Is there a setting that I need to enable or something ?
