I've noticed that when I re-publish an altered PBI file from desktop to PowerBI.com (either thru "Publish" in desktop or Get Data --> File from PowerBI.com) that sometimes the associated content pack doesn't recognize the change. I have no way of updating the content pack so that shared users get latest changes.
Has anyone else noted this? Perphaps someone could provide me documentation link to exactly what prompts a content pack change?
